His name has not been released.

Authorities are still searching for a fourth individual in the car, a 20-year-old, who is presumed dead. Police have not released the person’s identity at this time.

According to the Portland Police Bureau, the crash involved a white 1996 Toyota Corolla, believed to have been driven by Garcia-Chavez. Investigators reported that the vehicle was traveling at high speeds through downtown, running red lights, and moving in the wrong direction. Officers attempted to initiate a traffic stop just after 2 a.m., but the driver fled. Within seconds, the car accelerated eastbound on Southwest Harvey Milk Street, crossed Naito Parkway, drove through Tom McCall Waterfront Park, breached a barricade, and plunged into the river.

Operations Assistant Chief Brian Hughes confirmed that emergency crews responded immediately, helping the survivor out of the water and beginning recovery operations for the vehicle and victims. Plans are underway to remove the car from the river, but authorities are waiting for a contractor with the proper equipment, which could take some time due to logistical requirements.

The incident has left the community in shock, and a memorial has been set up at the site where the car entered the river. Local residents expressed their grief and concern for the young lives lost, highlighting the devastating impact on families and friends.
